Del Rio: San Antonio Contractor Awarded Fields of Our Dreams Sports Park Project

Del Rio (Val Verde County) — City Council authorized the city manager to award a contract to Central Builders Inc. of San Antonio for the construction of the Del Rio Community Sports Project.
The sports park, which has been marketed through private sector fundraisers as The Fields of Our Dreams park, has been a community supported project for several years. The project was first put out for bid in 2017 but had to be rebid because of cost.
A number of amenities on the original wish list had to be scrapped including solar lighting, and it went out for rebid this summer.
Three bids were received and opened August 27. Including the base bid and added alternative, the bid totals were $2,963,400 from Dorado Construction Group; $2,376,361 from Gonzalez De La Garza & Associates; and $1,665,000 from Central Builders Inc.
The council vote favoring Central Builders took place Oct. 13.
Central Builders offered the only bid that approached the city’s budget, $1,692,000. Local businesses and citizens have pledged $236,800. The city has approved $900,000, and the city is depending on a $500,000 grant from the Texas Parks and Wildlife.
In order to meet requirements of the state Parks & Wildlife grant, the project must be completed within 180 days of the contract award.
Debra J. Dockery was given the architectural design contract in February 2018. Bid responses to the original designs were too high–as much as $5.4 million on one–and Dockery was directed on March 10, 2020 to modify the plans and specifications to reduce the scope of the project.
The project site is approximately 40 acres of undeveloped land at 105 Vista Park Drive, which is about one block west of Bill Jewel Baseball Park and north of Del Rio International Airport.
The base bid includes construction of three baseball fields–the Babe Ruth Field, Little League Baseball Field, and a softball field. It also includes concrete picnic table pads, picnic tables, exercise stations, bicycle racks, a flag pole and base, drinking fountains, hose bibs and water service lines.
The additive bid includes a restroom and concession building with concrete foundations, walks, masonry wall, wood roof framing, metal roofing, and the necessary fixtures.
