Victoria: Construction begins on Victoria Village

Victoria (Victoria County) — The Victoria Exchange Development and Sundance Construction have broken ground on the first phase of a new shopping center near Kohl’s named Victoria Village.

The shopping center will include space for seven retailers or restaurants. Burlington Coat Factory, Five Below and Ulta Beauty have signed leases for the space.

The developer is continuing to negotiate with other businesses interested in the space. The city will provide updates as they become available.

“New retail developments and restaurants are a key part of keeping local money local since they encourage residents to do their shopping in Victoria rather than going to other cities or shopping online,” said Economic Development Director Danielle Williams. “This new development will support our goal of growing Victoria and making our community a more attractive place to shop for residents and visitors alike.”

The first phase of the development, which will include four retail spaces, will finish in the spring of 2026. Construction on the second and final phase will begin in August of this year and finish in August 2026. 

The second phase will include street improvements, new traffic signals on nearby Broadmoor Street, and utility improvements. These upgrades are required under the City’s unified development ordinance, which was adopted in 2024 and includes provisions for traffic safety and other improvements that must accompany new developments.

The shopping center is a $25 million private investment by Victoria Exchange Development. The City of Victoria is planning to contribute $1 million toward the improvements on Broadmoor Street, which will be paid after the Phase One retailers begin to move in.

The Texas Department of Transportation is funding the traffic signals as part of the agency’s ongoing safety initiatives.

The City also plans to partner with the Victoria Sales Tax Development Corporation to provide up to $500,000 in sales tax rebates, to be paid in five yearly installments if the development meets agreed-upon sales tax milestones.
