NAHB appoints The NRP Group’s Debra Guerrero to Chair of the Multifamily Council

San Antonio (Bexar County) The NRP Group, a vertically integrated, best-in-class developer, builder, and manager of multifamily housing, has announced Debra Guerrero, senior vice president of Strategic Partnerships and Government Affairs, has been appointed to Chairwoman of the National Association of Homebuilders’ (NAHB) Multifamily Council.

As chairwoman, Guerrero will lead efforts to shape the council’s strategic direction and ensure membership continues to grow.

The NAHB Multifamily Council is a collaborative coalition for professionals across the multifamily housing industry to exchange ideas, address emerging challenges and strengthen their collective reach and impact. Through networking, education and advocacy, the council empowers members to navigate policy shifts and respond effectively to ever-evolving market dynamics.

As head of the council, Guerrero will serve as an ambassador and advocate for council members, including builders, developers, owners and managers across the multifamily housing landscape. This includes owners and operators of affordable and tax-credit housing, mixed-income housing, workforce housing, garden-style communities (low-, mid- and high-rise), condos, student housing and specialized housing for military and veterans. In this role, she will also engage in advocacy efforts at the congressional and White House levels, providing firsthand accounts of how national policies impact multifamily housing production and development nationwide.

With decades of experience and a proven track record of leadership across multiple organizations, Guerrero is a recognized expert and leader in the multifamily housing industry. She is committed to creating thoughtful multifamily communities that explore economic development holistically and tear down barriers to equitable housing for families of all income levels.

In her 20 years at The NRP Group, Guerrero oversaw the opening of the firm’s San Antonio office – the second-largest office across the organization and home to over 200 employees – and played a significant role in growing the firm’s Texas footprint to surpass 30,000 units of affordable, workforce, and market-rate housing.

In addition to her role at The NRP Group, she holds multiple influential positions with the Affordable Housing Tax Credit Coalition and BUILD-PAC, NAHB’s bipartisan political arm, which helps elect pro-housing, pro-business candidates to federal office. Guerrero is also involved in numerous civic and professional organizations, spanning education, economic development, healthcare and small business advocacy.
