Austin: Partnerships Advance 138 Affordable homeownership Opportunities

Austin (Travis County)Austin Housing, Austin Habitat for Humanity, and the Housing Authority of the City of Austin are advancing two major affordable homeownership efforts that together will create 138 units for households earning at or below 80% of the area median family income. The projects — Prospect Heights in East Austin and Persimmon Point in Southeast Austin — are part of a broader strategy to expand ownership options while keeping longtime residents in the city.

Prospect Heights, located within the Homestead Preservation District near Rosewood Courts, delivered 12 townhomes across six duplex buildings. Completed in January, the community includes primarily three-bedroom homes with one four-bedroom unit, ranging from about 1,400 to 1,700 square feet. Prices run from the mid-$150,000s to the low-$180,000s. Buyers purchase the homes through Austin Habitat while leasing the land from a HACA entity, a structure designed to lower upfront costs, limit property taxes, and maintain affordability through a 99-year covenant that caps annual appreciation.

In District 2, Persimmon Point will bring 126 condos and townhomes to 7051 Meadow Lake Blvd. The mix includes two- and three-bedroom flats and townhomes, with pricing beginning in the low-$150,000s. All units are reserved for households at or below 80% MFI, and a portion will be prioritized for residents who have been displaced or have longstanding ties to Austin. Construction is underway, with completion anticipated in November.

Public financing plays a central role in both developments. Prospect Heights received roughly $1.2 million from the Austin Housing Finance Corporation’s Ownership Housing Development Assistance program, while Persimmon Point is backed by nearly $13 million from a combination of GO bond funds, Community Development Block Grant dollars, and preference policy resources. Local leaders say the collaborations help create stable, energy-efficient neighborhoods while offering working families a path to build equity in a rapidly growing market.
