Austin: Commissioners Back 260-Unit Affordable Apartment Complex on Southeast Side

By Edmond Ortiz Austin (Travis County)–A 260-unit affordable apartment project proposed for construction on the Southeast Side has been endorsed by Travis County Commissioners Court.
Commissioners, acting as the Travis County Housing Finance Corp. board, voted May 26 to pass a resolution supporting the issuance of $39 million in bonds to help finance the Montopolis Apartments.

The Richman Group of Companies is the developer of the Montopolis Apartments, which will be built on an 8.8-acre lot at the southwest corner of Ben White Boulevard and Montopolis Drive.
Plans call for 80 one-bedroom units, 144 two-bedroom units, and 36 three-bedroom units. The square footage of the apartments will range 656 to 1,175 SF.
The apartments will be housed in five garden-style, four-story residential buildings. There also will be a community building with a clubhouse, fitness center, leasing/administrative offices and a community room.
Outdoor amenities will include a pool, dog park, playground, and 390 surface parking spaces. All units will have patios, additional storage, washer/dryer hookups, walk-in closets, plank-style flooring in living areas, and carpeted bedrooms.
All units will be reserved for income affordability limits at or below 40%, 50%, 60%, 65% and 70%.
The estimated construction cost is $30.3 million. The developer plans to apply for 4% low-income housing tax credits to partially fund the project.
Austin-based Kelly Grossman Architects is the project designer, and Richman Group has indicated it plans to use its in-house construction division as the general contractor.
Construction is expected to be complete within 18 months of closing with an anticipated date of May 2022.

According to project documents on file with the county, the Montopolis Apartments could help to provide tenant services, such as after-school and summer programs for students, financial literacy classes, health/wellness, and job training.
