Anna (Collin County) — Construction is officially underway on Rosamond Town Center, a 355,826-square-foot open-air retail center that will anchor a larger 750,000-square-foot commercial development in one of North Texas’ fastest-growing communities.
Developers Big V Property Group and The Seitz Group joined City of Anna officials and project partners recently to celebrate the groundbreaking of the mixed-use retail destination at the southeast corner of Rosamond Parkway and U.S. Highway 75.
The project represents the second phase of a regional shopping destination being developed in Collin County and is designed to serve Anna’s rapidly expanding population while attracting shoppers from surrounding communities.
Rosamond Town Center will feature a lineup of national retailers, including Academy Sports + Outdoors, Aldi, Burlington, EOS Fitness, Hobby Lobby, HomeGoods, PetSmart, and T.J. Maxx, as well as additional outparcels and specialty retail tenants.

The development complements the adjacent Rosamond Crossing project, a 175,300-square-foot retail center currently under construction and anchored by Kroger. Additional tenants at Rosamond Crossing include Bank of America and McDonald’s, both of which are preparing to begin construction.
Together, the two developments will create approximately 750,000 square feet of retail and commercial space, establishing one of the region’s largest new shopping destinations.
“We’re delighted that this new, much-needed project to serve a growing submarket of Dallas is continuing so rapidly — with Rosamond Town Center beginning construction nearly one year ahead of our original schedule,” said Jeffrey Rosenberg, chairman and CEO of Big V Property Group.
Developers said the project reflects continued demand for retail services as residential growth accelerates across Collin County.
Anna was recently ranked the fifth fastest-growing city in the United States among communities with populations exceeding 20,000, according to U.S. Census Bureau data. Neighboring cities Celina, Princeton and Melissa also ranked among the nation’s fastest-growing municipalities, highlighting the area’s sustained residential expansion.
Collin County’s population grew approximately 12% between 2020 and 2023 to nearly 1.2 million residents and is projected to double by 2060.
City officials said the development represents a significant investment in Anna’s long-term economic growth by expanding retail offerings, creating jobs and enhancing amenities for residents.
“This development represents more than new retail and commercial opportunities; it is an investment in the community, creating jobs, expanding amenities and enhancing the quality of life for residents while strengthening Anna’s position as one of North Texas’ fastest-growing communities,” city officials said during the groundbreaking ceremony.
Rosamond Town Center is the first ground-up development for Big V Property Group, which has more than 80 years of experience owning and managing shopping centers nationwide. The company partnered with Dallas-Fort Worth-based The Seitz Group, which has developed 51 retail centers totaling approximately 8.8 million square feet over the past three decades.
Developers said the project will leverage the firms’ combined expertise in commercial real estate development, leasing, asset management and operations to create a regional retail destination serving Anna and the surrounding North Texas market.
