Sugar Land (Fort Bend Co.) – The Planning & Zoning Commission on Tuesday will consider a request by Rubicon Realty Group to expand the Crossing at Telfair planned development district by 20.35 acres.
The newest section of Crossing at Telfair is referred to as The Promenade at Telfair and is scheduled to open in 2017. The entire Rubicon commercial development is about 112 acres.
A mixed-use retail development district, Telfair is on land facing the southwest side of the intersection of U.S. Highway 90a and Highway 6. An illustrated concept for Promenade at Telfair was introduced in 2014.
According to the staff executive summary, “The 20.35 acres was identified as a part of Section 4 and an area referred to as ‘The Promenade’ and is currently undeveloped and vacant. Currently, there is a restaurant, bank, and retail shopping center (under construction) operating within this PD.”
The city also has a select service hotel project, a Hampton Inn, under review. The ordinance creating this PD allows for two hotels, “therefore a second hotel could be located within this PD area,” staff said.
The P&Z Commission held a workshop on this project June 14 and concluded the proposal lacked sufficient detail. Rozier Design Studio has been preparing the site plans for Rubicon.
In this week’s update, Rubicon proposes a 6-foot wide landscape buffer along the northern boundary which is directly south of the Texas Department of Transportation right-of-way.
“The new exhibits include an additional driveway proposed off of US 90A, labeled Driveway 3, as well as continuing the second private access easement to the west, connecting to Driveway 3 from the southern portion of Reserves D and E.”
During the June workshop, the commission expressed much concern about traffic safety and the plan’s allowance for two child day care centers and a private elementary. Rubicon has decided to remove both child day care and private elementary options from the permitted land uses.
Commission comments also led Rubicon to remove consideration of stucco as an acceptable primary building finish.
