San Marcos: Austin Developer Granted Request to Negotiate $10.7 million PID

San Marcos (Hays County) — City Council approved an Austin’s developer’s request to negotiate an agreement for a $10.7 million public improvement district (PID).
The council also appointed a committee to review the PID, annexation and zoning for a 596-acre mixed-use development at last week’s meeting.
This was the first step in the process of establishing the PID. It must come back to the council for final approval.
The development, named Whisper South, is located between Interstate 35 and the future Farm Market Loop 110, north of Blanco River.
Commercial development would be approximately 180 acres of land west of Harris Hill and residential development would be east of Harris Hill.
The commercial uses would be developed as a mix of office, flex-office, industrial, retail, hospitality, multifamily, and other general commercial applications.
The majority of the PID infrastructure improvements are confined to the commercial tract and along the collector streets that go into the residential tract.
Approximately 226 acres will be for residential homes and roughly 190 acres will be dedicated as open space.
A portion of the PID proceeds will be utilized to improve the open space along the Blanco River with walking trails, landscaping and irrigation.
In a presentation submitted to the city, Austin developer R.W. McDonald, who owns the land through his company McDonald Development Group, LLC, states that the PID will help furnish an enhanced roadway system that would connect FM Loop 110 to I-35.
The main objective with Whisper South PID is to fund regional infrastructure, consistent with the San Marcos Master Transportation Plan.
The proposed PID costs include:
$3,221,496 Bond costs
$1,013,295 water improvements
$1,138,515 Wastewater improvements
$3,710,900 roadway improvements
$1,350,000 drainage improvements
$350,000 amenity improvements
$10,784,206 total PID costs
The Whisper South development will complement the mixed use Whisper North development that was created over five years ago.
If the PID is issued, construction of the project is expected to commence in June 2021.
