San Antonio: Zoning Pending for Food Testing Laboratory

San Antonio (Bexar County) — A food testing and research company based in San Antonio is requesting a zoning change to allow for the construction of a laboratory in north Bexar County.

The request, once approved, would revise a 2.99-acre site by limiting it to specific use for a laboratory and removing an existing use allowing outside storage. This is a project that had appeared before the Zoning Commission on three previous occasions and had been approved.

However, at the direction of City Council, the developer returned to realign the position of the laboratory and outside storage sites. It was described by the Brown & Ortiz land use attorney as a boundary adjustment.

The project site is a portion of 15.177 acres that was purchased in 2018 by JABLVB LLC, which is a holding managed by John Bellinger. Mr. Bellinger is the chief executive officer of Food Safety Net Services (FSNS).

FSNS through its affiliate has been leasing part of the site to a retail pottery business–Just Pots. Except for a bare concrete slab, the land is completely undeveloped.

Since the land was acquired, FSNS went through city channels in late 2018-June 2019 to rezone the entire site for laboratory research and testing, and outside storage uses over the Edwards Aquifer recharge zone.

This is a 57,400-square-foot facility that will include 65% or 84,730 square feet of impervious cover; this would include parking and other exterior hardscape such as sidewalks.

The scale of the project makes it the largest facility FSNS has built in Texas. The existing FSNS San Antonio lab is in a 26,244-square-foot facility; the Grand Prairie lab is 11,150 SF; the Amarillo lab is 23,500 SF.

FSNS currently operates 16 laboratories in the United States and one in Canada.

City staff recommends approval. The Zoning Commission has this on their Tuesday Feb. 18 agenda.

The project site has an address of 17115 Redland Road.

LPA Design Studios in San Antonio is the project architectural firm. Bartlett Cocke General Contractors is the GC and subcontractor bids are pending.
