San Antonio: UT Regents Approve Design, Amend Project Cost on MOB at Park West

San Antonio (Bexar County) — The University of Texas System Board of Regents recently approved designs that increase the size and cost of the Medical Office Building at Park West that is to be constructed for the UT Health Science Center.
The regents met Aug. 19 in Austin to consider recommendations of the Facilities Planning and Construction Committee. Among the projects considered was the MOB at Park West, located at the southeast corner of Kyle Seale Parkway and Loop 1604.
Four issues related to the project were addressed. The total project cost was increased from $61,100,000 to $65,900,000. The funding sources were revised and the design development plans were approved. Finally, expenditure of the funds was authorized.

The proposed increase in cost supports the additional scope from a four-story, 83,000 GSF facility to a five-story, 108,125 gross square-foot facility with 29% shell space.
The shell space is planned to allow for expansion to meet future required program and clinical needs. The project will also include surface parking for 340 spaces for patients and staff.
The project cost detail statement increased the building cost to $46,235,444. There is an additional cost of $4,069,743 for the site development.
UTHSC San Antonio’s main campus clinic is projected to reach capacity in the next five years. San Antonio is experiencing significant growth in population, mainly to the suburbs where patients are searching for convenient access to low-acuity and intermediate care.
Medical equipment will be procured outside of this project at an estimated cost of $10,500,000. Pursuant to a Memorandum of Understanding effective July 1, 2019, U. T. Health Science Center – San Antonio has delegated authority of institutional management of construction projects.
The project schedule calls for a construction Notice to Proceed by November 2021. Substantial completion is to be achieved by October 2023.
This project was first reported by VBX on April 13, 2021 when UTHSC at San Antonio publicly announced plans to build a community outpatient center on the Park West Campus. The clinic is to be known as the UT Health Park West.
Then on May 11, VBX reported that the UT System regents had added the Park West medical office building to the current year capital improvement program.
The medical office building will serve as a community-based campus, co-locating a nearly full continuum of services for multiple conditions well positioned for value-based care.
The MOB will have exam rooms, procedure rooms, and advanced imaging to support clinical providers that include primary care, orthopedics, sports medicine, radiology, ophthalmology, otolaryngology, gynecology, and gastroenterology.
It will include an ambulatory surgery center to meet the increasing demand in outpatient surgeries and help grow and diversity UTHSC at San Antonio’s revenue streams.
