San Antonio: TxDOT Negotiating Contract for Elevated Lanes on I-35 from I-410 to Schertz

San Antonio (Bexar County) — The Texas Department of Transportation is negotiating a contract with a design-build group that would be responsible for the $1.5 billion construction of elevated lanes along a 9.5-mile segment of Interstate 35 between northeast San Antonio and the city of Schertz.
The project entails the construction of three elevated lanes in each direction. Two of the lanes would be non-tolled general purpose lanes and one would be a non-tolled high-occupancy vehicle lane.
Direct connections to these lanes would be added at Interstate 410 and at Loop 1604 and Nacogdoches Road. The lanes continue up to Farm to Market 3009 in Schertz.
This project was previously discussed in this July 14, 2020 VBX article when TxDOT gave notice that selection of a design-build team was being delayed to 2021. At the time, the total project had an estimated cost of about $2 billion, but it has since been scaled down from the original 15.4 miles to 9.5 miles.
On April 25, 2019, the Texas Transportation Commission authorized the issuance of a Request for Qualifications to design, build and maintain the I-35 Northeast Expansion Project. The respondents were short-listed and by September 2019 the department was asking for detailed proposals. By March 2020, TxDOT gave notice it intended to proceed with the “Base Central component” of the project:
Non-tolled improvements along I-35 from I-35/I-410 North interchange to FM 3009
I-410 North from I-35/I-410 North interchange to 0.3 miles east of Nacogdoches Road
Loop 1604 from I-35/Loop 1604 Interchange to Nacogdoches Road
A final Request for Proposals was issued in August and responses were received Feb. 4 from Alamo NEX Construction and WBCCI LLC. Department evaluations followed. The design-build groups are comprised of the following companies:
Alamo NEX Construction equity members include Ferrovial Agroman US Corp. and Webber LLC. The major non-equity members are CONSOR Engineers LLC, OTHON Inc., and PaveTex Engineering LLC.
WBCCI LLC refers to Williams Brothers Construction Co. Inc. Its major non-equity members include MICA Corporation, Parsons Transportation Group Inc., Raba Kistner Infrastructure Inc., The Levy Company Inc.
TxDOT staff’s best value recommendation favored Alamo NEX Construction and the commission authorized that the department proceed with negotiations for a design-build contract and a capital maintenance contract. The final contracts are expected to come back to the commission for approval this summer.
The I-35 Northeast Expansion Project is anticipated to reach substantial completion by 2027.
