San Antonio: Bitterblue Inc. Proposes Apartment Project at Lookout Canyon

San Antonio (Bexar County) — Bitterblue Inc. is requesting multifamily zoning to construct a market rate apartment complex in north Bexar County’s Lookout Canyon.
The land use change is pending before the Zoning Commission at its Tuesday Aug. 19 session. The property, currently zoned Commercial U.S. 281 North Corridor, would become low-density multifamily if the request is approved.
According to a city staff report, Bitterblue is proposing a 73-unit project.
The lot is located across scenic Overlook Parkway from Baptist Emergency Hospital and up the hill (east) from Regency at Stone Oak (aka Regency at Lookout Canyon Apartments).
Owing to its location in the Edwards Aquifer Recharge Zone, there was a San Antonio Water System review and SAWS recommended approval with the condition that impervious cover be limited to 50 percent of the tract. That lot area is 2.919 acres.
In addition, SAWS requires the submittal of an approved water/wastewater discharge plan.
The property has other limitations. For instance, it is adjacent to an electric power substation and CPS Energy has service road easement that cuts through the Bitterblue land from east to west.
The property is undeveloped, with much of it covered with trees and understory. The city’s tree ordinance will require a tree survey and preservation plan.
Another design restriction would involve addressing the parking requirement. The minimum parking ratio for multifamily, at 1.5 spaces per unit, means the development will require about 110 spaces.
The special purpose entity created for land ownership purposes is Rogers/Bitterblue 281 Ltd.
