San Antonio: 92-Unit Affordable Apartment Project Proposed for Northeast Neighborhood

San Antonio (Bexar County) — A locally based affordable multifamily housing developer is proposing to construct a 92-unit apartment complex in the northeast sector near Perrin Beitel Road and Loop 410.

The project, referred to as Village at Perrin Beitel, would include four apartment buildings, each one with a three-story height. There will also be a clubhouse.

The gross square footage is 103,872 SF, with a market net square footage of 91,128 SF. The surface parking plan will accommodate 184 vehicles.

There is a pending zoning case to change the zone for the 6.25-acre project site from general commercial to multifamily with limited density (18 units/acre). The zoning case was to have been heard March 17 but the public hearing was cancelled because of the global pandemic.

Prior to the zoning hearing, the developer sought a resolution of support from City Council. The resolution was approved Feb. 13 and it will help satisfy conditions set by the Texas Department of Housing and Community Affairs for the possible award of 9% housing tax credit financing.

Once the case is heard by the Zoning Commission, it will arrive with a Development Services staff recommendation to approve.

“The proposed MF-18 Multi-Family District may be applied to a use in a residential neighborhood that contains a mixture of single-family and multi-family uses or in an area for which limited density multi-family use is desired. An MF-18 district may be used as a transition between a single-family and higher intensity uses.”

Steve Allison, the state representative for the district, noted in his letter of support that the Village at Perrin Beitel is supported by the Village North II Neighborhood Association, “and would benefit the community be providing quality affordable housing for families living on low to moderate incomes.”

The developer, ALT Affordable Housing Services Inc.-Arbor Place, partnered with Prospera Housing Community Services to be the application consultant and supportive services provider.

Other development team members on the TDHCA application are Gonzalez Newell Bender Architects, Briones Consulting & Engineering as civil engineer, and Galaxy Builders Ltd. as general contractor.

Building cost and site work has been estimated at $9,827,563, with a total construction cost of more than $11.7 million.

Under normal circumstances, the TDHCA would decide which 9% HTC competitive projects would be awarded by the end of July. That award could take longer this year.

The project team Development Narrative is described as follows:

Village at Perrin Beitel Apartments will be a newly constructed multifamily residential community consisting of 92 units, of which 80 will be for residents with incomes at 60% AMI and below.

The development will be located at 2611 NE Loop 410, San Antonio, TX 78217, on approximately 6.2 acres on the northeast side of San Antonio.

Amenities will include living areas with ceiling fans, central heat/air, on‐site laundry, a community center, leasing office, business center with computers and printer, Wi‐Fi, playground and pool, barbecue grills, picnic area, mail kiosks, perimeter fence, access gate, and surface parking.

The property is in an excellent area for affordable housing that is accessible to major employment
centers, retail stores, restaurants, and recreational areas. The property will provide resident services
tailored to meet the needs of the community and have an on‐site services manager.
