Mesquite City Council Signs Development Agreement for Office-Industrial Campus

Mesquite (Dallas County) — City Council on Monday entered an agreement to provide incentives for a proposed 555,790 square-foot office-industrial campus.
City of Mesquite agrees to construct a water line to the business park.
The developer has agreed to invest at least $30 million to create a Class A office and industrial business park with will include three buildings. The site plan submitted to the city provides details for a Building A of approximately 159,000 square feet; a Building B of approximately 156,000 square feet, and a Building C of approximately 239,000 square feet.
Buildings A and B will have height clearances of 32 feet, and Building C will have a height clearance of 36 feet, according to the site plan.
The ratio of office to industrial comes to 50,000 square feet of office and 505,790 square feet of warehouse spaces. The surface parking will accommodate 594 cars and 110 trailer spaces. The site plan also includes landscaping around each building and around the perimeter of the entire complex.
The project site is 38.3 acres located in the southeast quadrant of the U.S. Highway 80 and Interstate 635 interchange. Addresses linked to the site include 1600 E. U.S. Hwy 80, 2000 E. U.S. Hwy 80, and 997 Santa Maria Drive.
The development partner of record is identified as Creation RE LLC of Dallas, however, this appears to be a shell company, since the only officer to be a signatory to the agreement is the project executive of LGE DesignBuild, Taylor Mitcham.
Further, the agreement states that LGE Design Group will design and construct the business park, which is to be name Mesquite 635.
The agreement includes project schedule deadlines that are to be met to stay eligible for the city’s incentives.

LGE Design is to begin construction of Building A by May 1, 2022 and have it completed by April 30, 2023. Building A shall also obtain a shell certificate of occupancy by April 30, 2023.
In addition, construction is to commence on Buildings B and C by Jan. 20, 2024 and be completed by April 30, 2026. They must also have their shell certificates of occupancy by April 30, 2026.
The municipal incentives have to do with two infrastructure projects. The city agreed to construct a water line of approximately 4,300 linear feet, running from near Gross Road at the LBJ Freeway (Loop 635) to the project site. The water line will be of 12-inch PVC pipe and is to be completed by May 31, 2022.
The city also offered a roadway impact fee grant, which would reimburse the developer for up to $700,000 for improvements to Santa Maria Drive. The road improvements are to be completed by April 30, 2023.
