Leander (Williamson County) — The Leander City Council recently approved an Austin’s developer request to rezone property for a mixed use planned unit development (PUD).
The 49.8 acres north of the town center changed from single-family rural (SFR-1-B) to PUD with a base zoning of cottage housing (CH-2-A), two-family (TF-2-A) and general commercial (GC-3-A). The property was annexed by the city in July.

City Council also approved the development concept plan and preliminary plat for Monarch PUD, along with a masonry wall development agreement.
The site, located northwest of the 183A Toll Road and County Road 276 intersection, contains a single family home with an accessory structure.
Bruce Nakfoor with MJAG Partnership, Ltd. is developing the property through the entity Monarch Residential Developer, LLC and proposes uses that include commercial, cottage housing, two-family duplexes and open space PUD, with the residential portion of the development as a condominium regime.
Keri Pena with Austin-based Green Civil Design, LLC submitted a letter stating that the development will have more than one unit on a lot; front facing garages that are even with the front façade of the house; a modern farmhouse home design which will utilize predominantly cementitious siding; a gated residential area, an air-conditioned amenity center with pool and a playscape; a wet pond with plantings and trail; trails throughout project; a six-foot masonry fence along the back of the residential lots that abut existing residential communities and street lighting within the development.
The cottage housing of the development consists of 16.97 acres and 123 units, two family duplexes on 10.21 acres with 70 units, commercial development on 15.63 acres, parks/open space on 5.44 acres and a public right-of-way on 0.72 acres.
The PUD will be developed in five phases. Phase I will be the cottage and townhome development.
Phase II will be a 3.55 acre tract of commercial property. Phase III will be a 5.49 acre commercial tract. Phase IV will be a 5.38 acre commercial tract. Phase V will be a 1.21 acre commercial tract.
Neil Francois with 360 Capital Partners/Capella Capital Partners will develop the commercial portion of the project.
Gary Shaw Architects and Delta Survey Group, Inc., both out of Austin, are on board the project.
