Laredo (Webb County) — A Dallas-based architectural/engineering firm has filed notice of plans to construct new fixed-base operator (FBO) facilities at Laredo International Airport.

Apex Engineered Solutions filed reports today, Nov. 29, with the Texas Department of Licensing and Regulation on projects coming to the airport that total about $7.7 million.

The projects include a fixed-base operations building to be located at 5003 Maher Avenue, and referred to as Building 1. The scope of work describes this as new construction of a two-story building for private use to service aviation customers.

The  building will have an area of about 13,000 square feet and comes with an estimated cost of $4.2 million.

In addition, Apex Engineered Solutions is completing design of an FBO hangar building. The general aviation hangar building is to have an area of about 33,000 square feet and has an estimated cost of $3 million.

The dedicated address for the hangar building is 5003 Maher Ave., Building 3.

This project also includes new construction of a ground service facility that is to be used for “light maintenance” activities for the fixed-base operator.

The ground service facility is to have an area of 2,500 square feet and its estimated cost is $500,000.  Its dedicated address is 5003 Maher Ave., Building 2.

The owner of record is 270 Development Group LLC. This company was created in April 2018 and is based in the Dallas suburb of Addison.

Construction on the three buildings is estimated to begin on or about Jan. 20, 2022 and reach completion in late February 2023.

270 Development Group was one of three companies that submitted a joint bid in the latter half of 2020 to expand private development at the airport. The other companies were Aviation Facilities Company Management (AFCO) and American Triple I Partners, an infrastructure investment firm co-founded by former HUD Secretary and San Antonio Mayor Henry Cisneros.

VBX reported in an April 2021 article that this team, to be led by AFCO, was awarded ground lease agreements by City Council to develop four parcels that total 74 acres. AFCO is based in Dulles, Virginia.
