Austin: UT Regents Fund Basketball/Rowing Training Facility

Austin (Travis County) — The University of Texas System Board of Regents on Wednesday approved funds for the construction of the new Texas Athletics Basketball and Rowing Training Facility.

The action taken Thursday allocated $60 million to the Capital Improvement Program. Approval of design development is expected to occur in May and the notice to proceed with construction will be acted upon in June, 2020, with completion projected 24 months thereafter.

The construction budget for the facility is $38,642,620:

  • $30,000,000 for building cost
  • $ 6,225,580 for locker rooms and retail space
  • $ 2,417,040 for site development

The remaining funds cover the costs for architectural services, furniture, fixed and moveable equipment, project manager fees, insurance and other soft costs.

The training facility will replace the Denton A. Cooley Pavilion basketball training facility after it is decommissioned, which will occur after completion of the Moody Center.

This project was originally listed in VBX under Project ID 2016-3708, based on a Request for Qualifications that involved design of both a new arena (Moody Center) to replace Frank C. Erwin Center. In November 2019, UT News reported that the new arena was to be named Moody Center in honor of a $130 million grant to UT from the Moody Foundation. The construction phase for the new arena was celebrated Dec. 3, 2019 with a groundbreaking ceremony. No vertical construction has occurred yet, as site work is still ongoing as of this report.

The basketball/rowing training facility–with a gross square footage of 75,200–will be adjacent to as well as “infill”  a portion of the Moody Center. The building will also be alongside Robert Dedman Drive and it will serve as the primary training facility for the Men’s and Women’s Basketball programs and the Women’s Rowing program.

The three-story facility will include basketball courts, rooms for rowing ergometers, strength and conditioning, sports medicine, players’ lounges, meeting rooms, and coach and staff offices.

Also included in the project is an additional 12,600 square feet in the new Moody Center for the interior finish-out of space for locker rooms for the men, women, and visiting basketball teams, as well as retail store spaces for Longhorn merchandise.

The $60 million project is $399 per gross square foot, which is higher than normal. The additional cost is due to the constrained site and the fact that the facility is being constructed above an access tunnel that will serve the Moody Center.

It was emphasized to the Regents that this project is proceeding with some urgency because the Cooley Pavilion it is replacing needs to be demolished to make way for a scheduled expansion of Dell Medical School.

Approval of design development plans and authorization of expenditure of funding will be presented to the Regents for approval at a later date.

UT-Austin has delegated authority for institutional management of construction projects under the continued oversight of the Office of Capital Projects.
