Austin: Dallas Developer Awaits City Approval for 30-Unit Condo Project

Austin (Travis County) — A Dallas developer received rezoning for a proposed mixed use development during a recent meeting of the Austin Planning Commission.

The 0.67 acres property was converted from community commercial-mixed use (GR-MU) to general commercial services-mixed use (GS-MU) with a conditional overlay prohibiting automotive uses.

The site is located at the southeast corner of Chalmers Avenue and East 3rd Street in the city’s East Cesar Chavez neighborhood.

Currently, the property has two residential units and a semi-paved vacant area that will need to be demolished.

Emerald Grove Properties, LLC is proposing to redevelop the site with 30 units, along with possible ground floor commercial uses under the working title Chalmers Avenue Redevelopment.

Emerald Grover Properties LLC was created in August by Carl Forsythe, who is a managing partner at Emerald Grove Capital Ltd.

The property is located over an urban watershed, which allows for no limits on impervious cover.

The proposed project will require parkland dedication at the time of site plan per city code.

Alice Glasco with Alice Glasco Consulting represented the project to the commission.

City Council will vote on the recommendation at its Dec. 9 meeting.
