Austin: 324-Unit Affordable Apartment Complex Planned on South Side

Austin (Travis County)–A 17.5-acre lot just south of Austin city limits is eyed for construction of a 324-unit affordable apartment complex.

Nashville-based Elmington Capital plans to build Capitol View Flats at 9002 Capitol View Drive.

The multifamily residential community will consist of 72 one-bedroom units, 144 two-bedroom units, 84 three-bedroom units, and 24 four-bedroom units. The apartments will be spread across 13 buildings. A total of 514 surface parking spaces are on the site plan, and 12 are designated ADA-compliant.

Community amenities will include a pool, dog park, playgrounds, walking trails and open green space. There also will be a clubhouse containing a fitness center, business center and meeting/activity room.

Resident support services may include adult education classes, after-school programming, fitness classes, financial literacy courses, and social programming.

All apartments will be offered to residents earning 51%-60% of the median family income (MFI). Estimated rents will range from $1,011-$1,544.

Commissioners Court voted March 24 to pass a resolution stating no objection to Elmington’s application for a 4% low-income housing tax credit.

Project documents state that the proposed apartments will be located in a very low to low opportunity area, according to community surveys taken in 2012 and in the middle of the last decade.

The project site, however, is accessible from East Slaughter Lane, a rapidly developing area with market-rate multifamily and single-family housing and commercial developments, and not far from the Southpark Meadows retail center.

Goodnight Ranch, a master-planned, mixed-use community, is under development to the immediate west of the Capitol View Flats site.

The proposed site plan envisions a driveway extending Capitol View Drive to East Slaughter Lane. Site work will include construction of 225 feet of an 8-inch wastewater main from the existing 12-inch wastewater main west of the property in question.

Additionally, the developer will build 850 feet of an 8-inch wastewater main from the existing 8-inch wastewater main beneath Capitol View south of Ipswich Bay Drive.

A hard construction cost estimated is not readily available, but according to Elmington, site work will cost $5.83 million, with offsite work costing another $1.32 million. The offsite work includes the water and wastewater extensions, a public sidewalk, and the roadway extension.

There is no estimated construction timeline or delivery method. Kimley-Horn & Associates is the project engineer. VBX members may track this project using ID number: 2020-2828.
