Austin: County Receives Master Plan for Two Facilities With a Combined $52.6 Million Price Tag

Austin (Travis County) — Travis County Commissioners received the master plan reports this week for the renovations of two county facilities that have a combined $52.6 million price tag.

The master plan outlines improvements to the West Service Center for $44.4 million and the Parks West Campus for $9.2 million.

The upgrades call for demolition, site work, renovation and new construction in a phased approach with a five to 10 year timeline.

The Parks West Campus is located at 14624 Hamilton Pool Road (FM 3238). West Service Center is located at 4501 North FM 620. Both are centrally located in West Travis County and operated by Transportation & Natural Resources.

The Austin offices of CobbFendley and Method Architecture are on board the projects.

WEST SERVICE CENTER

The West Service Center is divided into three parcels totaling 34 acres with the east parcel (12.33 acres) containing the site renovation project. 

Eight Buildings (A through H) are being affected. Building A, the administration building, will be renovated into a town hall. It will still have offices for staff operations, but include a conference room and open space for campus meetings.

Building B, the park rangers division administration building, would be demolished and replaced with a new pole barn. Buildings C would be demolished and replaced with a new fleet building and surface parking.

Building D would be renovated for storage. Buildings E and F are being demolished to make way for a new access road. 

Building G would be demolished and replaced with a larger fleet building. Building H would also be decommissioned and a new fuel station with above ground tanks will be located near the front of the campus.

In all, the new buildings include an employee building, a warehouse, pole barn, fleet building, fueling station, and wash bay with equipment.

The itinerary for the five phases and associated costs breaks down as follows:

  • Phase IA — New 5,400 SF employment building ($1,024,000), new 1,500 wash bay ($232,500) and the demolition of existing employee building and the east and west bay. The duration of this phase will last eight to 10 months. 
  • Phase IB — New 40,000 SF fleet building and parking ($20,080,000), along with a temporary path for a new fleet building and the demolition of the existing fleet building. The duration of this phase will last ten to 12 months. 
  • Phase II — Renovate the existing administration building ($647,500) and town hall ($1,088,500), along  with new administration parking and new parking for road and maintenance. 
  • Phase III —New 6,800 SF pole barn ($930,000). The duration of this phase will last four to six months.
  • Phase IV —Renovate sign building ($693,500), new fuel station ($1,037,500), new roadway and paving across campus. 
  • Phase V — New 12,500 SF warehouse ($1,642,500).

The duration of Phases II-IV will last six to eight months. 

Project costs for demolition are estimated at $611,635 and site improvements at $1,683,250. The total project cost is $44,431,407.

PARKS WEST CAMPUS

The Parks West Campus site covers 12.8-acres with the existing buildings comprising 5..5-acres of the existing site area.

Six Buildings (A through F) are affected. 

The future use for the buildings at Parks West Campus call for the Building A to be converted into a town hall and Building B converted into a training room.

Buildings C-E will be demolished to make a new entrance drive, a high bay service building and a storage building with new road access, respectively. Building F would be replaced by a new fuel station.

The itinerary for the five phases and associated costs breaks down as follows:

  • Phase I — Administration building ($832,500), a ranger office ($518,000) and a fitness center ($462,000) with a new parking lot. The duration of this phase will last 10 to 12 months.

    Parks West Campus Phases

  • Phase II — Land management administration and workshop at a projected $2,456,000 million cost. 
  • Phase III — Renovation will occur for the town hall ($1,015,000) and training room buildings, along with demolition of existing parking/storage. 
  • Phase IV— New covered parking/storage with a new fuel station ($1,375,000), new roads, repaving staff parking lot and repaving existing roads ($420,000) along south and east of the site. 
  • Phase V — A high bay service building ($1,920,000), demolition of the existing fuel station and underground storage tanks. The demolition price tag in Phase III and V is estimated at $159,600. 

The duration of Phases II-IV will last six to eight months. The total project cost is $9,158,100.
