Austin: 170-Unit Affordable Apartment Complex Eyed on Southeast Side

Austin (Travis County)–The city has given official support for a housing tax credit application for a proposed 170-unit affordable apartment complex southeast of downtown.
O-SDA Industries LLC and Saigebrook Development LLC plan to build a project named Vi Collina on a 4.5-acre lot at 2401 E. Oltorf St.
City Council on March 26 passed a resolution expressing support for the developers’ application for a 4% housing tax credit.
Vi Collina will have 48 one-bedroom units, 80 two-bedroom units, and 42 three-bedroom units. Building construction will total 180,147 gross square feet. The apartments sizes range 650 to 1,144 square feet.
This is to be a four-building complex, and one of the buildings will include a clubhouse, leasing office, fitness center and a computer room for tenants. Other tenant amenities include a pool and picnic areas.
The five-level building containing the clubhouse and leasing office will be built on a sloping part of the property. The other residential structures will be six levels. A fifth building, one story in height, will serve as a utility/materials room for the apartment complex.
There will be 169 open surface parking spaces, and 44 covered spaces.

Five units will be restricted to individuals earning up to 30% of median family income (MFI). Sixty-six units will be restricted to individuals earning 31%-50% of MFI. Sixty-eight units will be restricted to individuals earning 51%-60% of MFI. The remaining units will be restricted to individuals earning 61%-80% of MFI.
The project is located in a census tract with a 22% poverty rate, according to the tax credit application.
Hard construction costs are estimated at $16 million. Plans call for construction to begin July 2020 and end in October 2021.

Austin Housing Finance Corp. will lease the property to the developers for a 55-year period.
Both based in Austin, Saigebrook and O-SDA together have developed about 5,000 affordable and workforce housing units nationwide, mainly in the Southeastern U.S.
