Amarillo (Potter County) - The city of Amarillo has issued a Request for Proposals for a Construction Manager at Risk (CMAR) to assist in the design and construction of a $40 million multi-purpose event venue that will be built to Major League Baseball standards.

Although primarily intended as a venue for minor league baseball,  the facility will be designed to host multiple outdoor events including, civic events, concerts, soccer and other sporting events. The stadium will have fixed seating, large area seating suites, children’s play areas, concessions, potential restaurant space and all amenities associated with modern minor league baseball parks, the RFP states.

The Elmore Sports Group announced in June that it would be relocating the San Antonio Missions of the Texas League, a AA minor league affiliate, to Amarillo.

"The selected respondent will participate in all elements of design, including sports operations, event operations, concessions operations and possible additional features such as retail and hospitality space. Following construction and turnover of the facility, the respondent will provide all necessary documentation to the City of Amarillo," the RFP said.




It is the intent of the Downtown Plan that this stadium will also contribute to the street level environment of the surrounding area. The project site is located immediately adjacent to Amarillo City Hall and across the street from a 750 space parking garage with 24,000 square feet of ground floor retail space.

"The new 225 room full service Embassy Suites and Convention facility is to the immediate northwest and the new 100,000-square-foot Southwestern Public Service Company headquarters building is to the immediate south-west. Amarillo City Hall is immediately adjacent to the Amarillo Civic Center and associated Globe News Center for the Performing Arts.

"The Embassy Suites and Convention Facility are under private contract with Newcrest Image and construction is underway. The parking garage and retail space is also under contract through the Amarillo Local Government Corporation with construction complete."

The architect, Populous, submitted a preliminary concept design July 25, 2017. The concept specifics describe a facility with 29,209 seats in the lower bowl and 11,010 seats at the suite level. There will be 16 regular suits with 360 seats each, and four party suites with 360 seats each.




Other components of the facility include concession and restroom facilities, a main level concourse and corridors for the suite level and service, and general passenger and freight elevators. Other space considerations include facilities to accommodate athletes, the administration and the media.

The selected CMAR must work with the city, architects, engineers, and a selected team through Value Engineering and Consulting to reach a Maximum Price for the total construction project of $40,000,000.00 as no additional funding will be provided. Media reports have put the cost of the stadium project at $45.5 million.

Evaluations will be conducted by members of  senior management at the City of Amarillo and the LGC.  The evaluation of the RFPs shall be based on the offeror's actual initial Guaranteed Maximum Price (GMP), including the pre-construction phase fee, construction phase fee, general conditions and other requirements as described.

The RFP was first advertised August 7 and responses are due September 14. City Council is expected to approval the staff recommendations October 3, and the Notice of Award will be announced Oct. 6.

The stadium is expected to be completed by late first quarter 2019 and open April 1, 2019.
