Lubbock Prepares to Consolidate Car Rental Operations at Airport

Lubbock (Lubbock County) - The city of Lubbock will be consolidating car rental operations that serve its international airport on a construction budget of up to $15 million.

The city is seeking a Construction Manager at Risk for the construction of a Consolidated Rental Car Facility at Lubbock Preston Smith International Airport. A Request for Proposals was issued mid-May and a non-mandatory pre-bid conference was held May 31. Bids are due Tuesday (June 13).

The city intends to hire a CMAR to assist in finalizing the design process. The architect is Demattei Wong Architecture, which has estimated the cost at between $10 million and $15 million. This is VBX Project ID 2017-481D.

Lubbock officials have targeted January 1, 2018 as the project design completion date. The proposed schedule would have construction begin by March 2018 and reach completion in 12 to 24 months from groundbreaking.

Lubbock is following a trend taking place around the country to provide a single location for renal car companies, rather than have them scattered around the airport. At Preston Smith International, for instance, the Hertz office is located in the main terminal near the Southwest Airlines ticket counter. However, Budget Car Rental is beside the airport entrance at Martin Luther King Boulevard and Regis Street.

According to the RFP, "The Lubbock Preston Smith International Airport Consolidated Rental Car Facility project creates a consolidated facility for rental car operations for the on-airport rental car companies. The project will be a mix of new facilities and improvements and renovation to existing facilities. The primary zone of work will be located within the current rental car operations area and the southwest corner of the existing, airport public parking."

Components of the project include:

Ready/Return Area: This is to be accomplished through a renovation of a portion of the existing public parking to rental car use, and to create 169 stalls.. This 78,000-square-foot area provides space adjacent to the terminal building for the storage of rental and return vehicles.

Consolidated Quick-Turnaround Area (QTA):  This will be made possible through new construction on a site west of the existing rental car operations. The 105,000 square feet of QTA space will feature a Vehicle Processing Area, a rental car company Administration Area, a vehicle maintenance area, and a service yard.

The Vehicle Processing Area, alone, comproses 75,000 square feet and will have four fuel islands with 16 fueling and vacuum positions under a metal canopy, four car wash bays, and an uncovered stacking area for 84 vehicles. The Administration Area consists of 12,000 square feet of shell space for tenant finish-out. The Maintenance Area, another 16,500 square feet, will provide eight maintenance bays, along with a 40-vehicle staging area directly next to the bays. 

Vehicle Staging and Storage Areas: This is to be accomplished through renovations to existing rental car operations. The Vehicle Staging and Storage Areas are located next to the QTA and include 225,000 square feet of striped pavement for the staging and storage of about 650 rental car vehicles. The area will be a renovation of the existing rental car facilities, as well as the rehabilitation of existing pavement and construction of new pavement. This component features security fencing and security access points along the perimeter.

Airport Employee Parking: To be accomplished through conversion of a portion of the existing rental car operations area. This component consists of 44,000 square feet of converted rental car storage area for the provision of 143 employee parking stalls. Perimeter pipe-rails and a secure entry/exit points for use by airport employees are included. The current airport employee parking area will be renovated and utilized for public parking.

Rental Car Area Service Road: This portion of the project will consist of the re-surfacing of 48,000 square feet of the existing service road to the south of the rental car facility. The road will provide access for RAC and airport employees to the CONRAC and employee parking areas.

"Because much of the project involves work within existing, functioning areas, the project will require a phased construction. Operations for both the rental car and airport-related functions will need to be maintained through the duration of the construction," the RFP states.
