Subcontractor Bidding Begins on the $450M Fort Worth Multipurpose Arena

Fort Worth (Tarrant Co.) – The subcontractor bidding period begins next week and will continue through July 28 on the $450 million Fort Worth Multipurpose Arena project. The Construction Documents will be made available through Virtual Builders Exchange at Project ID: 2014-236D.

Event Facilities Fort Worth Inc., the non-profit that develops and manages real estate properties for the Fort Worth Stock Show and Rodeo and is project manager of the new arena, held the first of several meetings Monday, June 13, with invited Minority Business Enterprises to encourage their participation.

EFFW President and CEO Mike Groomer said the construction documents will be made available this week, and subcontractor bids will be due from July 14 and July 28, depending on which trades are in each package.

The period for bid tabulation and discussions with Beck Group, the contractor/architect hired for preconstruction services, will be from July 18 through Sept. 23.

The entire selection process begins next week and will run through November, Groomer said.

“We hired Beck, contracting to this point for pre-construction services. We anticipate that we will engage Beck on a GMP, guaranteed maximum price contract.”

The target date for executing the GMP with Beck is Nov. 18. Prime and tiered subcontractors will be selected between Nov. 28 and Feb. 1, he added.

“Beck engaged Gap Consulting Group to help maximize their outreach and participation in their two events,” Groomer said. (Gap Consulting does not appear to have a website)

In order to maximize outreach, EFFW and Beck are also working with Tonya Veasey, president and CEO of Open Channels Group, a public relations firm. Fernandez & Co., a Fort Worth accounting firm, will also be monitoring the MBE subcontractor selection process.

The Beck pre-bid meetings are to be held July 21 at 5:30 p.m.-7 p.m., and at July 23 at 8:30 a.m.-10 a.m. at the Amon C. Carter Jr. Exhibits Hall, South Texas Room.

Robert Sturns, the city’s economic development director, said certified minority-owned businesses seeking to qualify for preference points are limited to firms with headquarters based in the following six counties: Tarrant, Dallas, Denton, Johnson, Parker and Wise.

The exception to this market area rule is if a company outside the six counties has a secondary office in one of the six counties and does 40 percent of its business in the market area, Sturns added.

MBE certification is obtained through the NCTRCA (North Central Texas Regional Certification Agency).

About the Multipurpose Arena

The arena will be located at Harley Avenue and Gendy Street, along Montgomery Street in west Fort Worth. A parking garage for the Multipurpose Arena is already under construction and is expected to open in late 2017. Construction on the arena is expected to begin February 2017 and last 34 months, with the first ceremonial event taking place December 2019.

Seating capacity in the arena will vary according to the event purpose and ranges from 9,300 for rodeos to 14,000 for concerts. The arena will also be able to host basketball, hockey and family shows.

Its interior area totals 715,334 square feet. This includes a 96,880-square-foot multipurpose livestock support/exhibit hall. The parking garage will have 2,200 spaces on six levels.

There will also be a 3-acre raised plaza for outdoor events.

The nearby Will Rogers Memorial Coliseum will continue to serve as a major equestrian venue.

The Multipurpose Arena is being financed through a $225 million commitment from the city of Fort Worth and a $225 million match from the EFFW. The EFFW will also be responsible for any cost overruns.
